The discussions focused on the progress made by the two countries on implementation of STR, the challenges encountered, recommendations to improve STR Performance.
The meeting noted that the two countries are implementing the STR at their common border posts of Mpondwe-Kasindi, Bunagana- Bunagana, Goli-Mahagi and Ishasha-Ishasha. Cross Border Traders associations have been formed and Trade information desks established at the same border posts.
The meeting made recommendations to address identified challenges that impede implementation of STR which include; the need for certificates of origin for manufactured products, building the capacity of the traders to conform to the standards, creating awareness on applicable internal taxes such as withholding tax, excise duty and VAT on selected products, harmonisation of formal travel document for small scale traders, improving the treatment of the traders by government officials, using the Joint border committees to address cross border trade barriers, among others.
