1.0 BACKGROUND

The Government of the Republic of Uganda and the Government of the Democratic Republic of Congo are implementing the Great lakes Trade Facilitation Project. The Project envisages implementation of the Simplified Trade Regime, establishment & strengthening of Joint border committees, improving trade facilitation measures and promoting cross border trade at all border zones, with a purpose of enhancing the working relationship between Uganda and Dr. Congo border agencies.

In that regard, the Ministry of Trade Industry and cooperatives held awareness meetings at two border posts of Bunagana and Mpondwe in December 2017. As part of the GLTFP, a bilateral meeting between Uganda and DRC was held between 05th -09th April 2018 and a Memorandum of Understanding signed.The MoU provides for implementation of the STR, establishment of JBC among others. In respect to the Simplified trade Regime, the common List of goods was agreed upon and launched at Mpondwe and both governments agreed on the implementation of the simplified procedures for cross border traders.
